31But Moses called out to them; so Aaron and all the leaders of the congregation returned to him, and Moses spoke to them. 32And after this all the Israelites came near, and Moses commanded them to do everything that the LORD had told him on Mount Sinai.
Moses had to convince them to come back because his radiant face scared them, first the leaders and then the people.
Moses turned from being a dreamer into an administrator, commanding them (Israelites) to do everything that the LORD had told him.
There is nothing wrong with being a dreamer unless it affects the work set before you.
