19Now listen to me; I will give you some advice, and may God be with you. You must be the people’s representative before God and bring their causes to Him. 20Teach them the statutes and laws, and show them the way to live and the work they must do.

If the people knew the statues and laws they could settle most of their disputes between themselves.
When people don’t abide by statues and laws we have lawlessness.
When elected officials don’t follow statues and laws we have a breakdown in society.
